SPECIAL REPORT — Home prices rose in 20 different U.S. cities in January, indicating the housing market may be starting to recover. The S&P/Case-Shiller home-price index rose .3 percent since December 2009. While home prices were still down .7 percent since January 2009, this year-over-year decrease is the smallest in three years. Although it’s too soon to tell if the housing market will start to see the light, another study showed that Americans perceive that employment was improving. In March, consumer confidence index rose to 52.5 from 46.4 in February.
